Just as I was thinking, good old Mr. Horsley hasn't submitted anything for a while, this pops up.

Very dynamic picture. Somehow I was more drawn to the sea texture around the merfolk rather than the figure itself. Maybe it's just because I'm obsessing about background textures at the moment.

Good idea to add the banner as a cloak rather than something handheld. I would think that's more convienient especially for a se dwelling creature.

I'm a sucker for details, myself, so this was a delicious piece to take in first thing this morning. The shell clasps, the beads on her rope belts, the different colored fins around her face and the small jar of green worn at her waist.... What is that? Must know!
I think you succeeded nicely in making her face the focal point. Not only is it against a lighter background but all direction flow (her hair, the school of fish) all point to her face. Even the banner which is pointing away, uses her head as a starting point. I look forward to more of the heralds.
